Based on everything he is saying this time around, it sounds like he would create more regulations if elected. He wants to be a dictator and since congress is incapable of doing anything, we keep letting the president pass stupid stuff that is clearly not what the president is supposed to do.
I thought the DC Cinematic universe was bad. But imagine a Fox News Cinematic Universe. Then again, if someone clever got their hands on that idea, it might turn out surprisingly awesome.

This criticism-and-excuse has been around since Trump first threatened to run for President:

I remember this being said after Trump met with the editorial board of the Washington Post on March 16th, 2016. The editors had (and I say this with all respect) the instincts of hyenas circling a wounded springbok. Seeing the gob-smacking ignorance on display before them, they immediately started to pepper Trump with smarty-pants questions. Publisher Fred Ryan asked if Trump would, as President, use a tactical nuke on ISIS. Trump started explaining that he was a "counter-puncher" and launched into a disjointed ramble about Marco Rubio and Jeb Bush. Ryan came back with "This is about ISIS. You would not use a tactical nuclear weapon against ISIS?"
And that's when the Post editorial board found out what they were up against. Trump's answer to the ISIS question was:
"I’ll tell you one thing," Trump replied. "This is a very good looking group of people here. Could I just go around so I know who the hell I’m talking to?"
This actually happened. The rest of the interview was in much the same vein. For the next week every exchange between Trump critics and supporters was along the lines of:
"Did you read Trump's interview with the Post? The man really does not know a fucking thing."
"Yes, but he will surround himself with competent people!"
